TO WHOM IT MAY CONCERN
Dear Sir,
I seek your invaluable assistance in
exonerating me from a blame which I
never committed. I became victim of
sincere service to UAE and my quick
rise to popularity in Gulf resulted
in this calamity, I am enclosing my
details for your persusal.
I Dr.Thirugnanam Ganesh, MVSc., aged
51 years, Indian National came to UAE in 1986, ever since I earned a
name as best veterinarian treating
racing camels in this region,my name
was household name with every local
in UAE, Qatar, parts of Saudi Arabia
and parts of Oman. I have put in
tilldate 31years of service as
veterinarian 10 years as Assistant
Professor of Veterinary Medicine in
Inda and rest in UAE, Qatar and
Oman.
In 1995 I was framed in a case ref:j/95/2600,
based on a complaint from then Under
Secretary of Agriculture, Al Ain,
unfortunately Court decided against
me inspite of me providing necessary
evidence to prove me not guilty. Al
Ain Court closed the case with a
fine of dhs.5000-00 and acquitted me
from the case.
In aug 1998, i was taken into
custody by Al Ain police through a
letter of Dewan , my employment –
residence visa was cancelled and
deported after administering 80
lashes ( I cant understand the
reason for this severe punishment
for a person like me educated and
who don’t think harming even an
insect).
Latter I recived an employment
–residence visa from Gulf Veterinary
Centre –Llc –dubai (my same old
sponsor) in the same name and
passport indicating ,I am not black
listed or banned from re entering
UAE.At this stage neither my
passport had any no entry ban stamp
nor my name was in the black list of
UAE.Five years I have been on this
visa issued by the Ministry of
Interior and have been traveling
into and out of UAE.
In july 2003 i was taken into the
custody under the case ref 5449/july/2003
for entering UAE after ban (this
time I was shocked and baffled).
I sincerely and humbly admitted i
was totally innocent and ignorant of
the fact of ban since I had no
stamps or any indication in the past
five years and have been residing
through a valid residence visa
permit.
I have my wife in UAE as partner in
my business and taking care of UAE
business in my absence in UAE.
Without fault of mine ,I have been
tormentd on both occations.
Sir, I have all the evidencs to
prove I am not involved in crime, I
have proof to say the vaccine is
used in camels, it was imported in
1993 and never expired in 1992 as
the complaint claims.
I beg of your high office to seek
forgiveness for me, since I have no
energy or status to contest with
powerful officials of UAE, I don’t
say any body is at fault, I seek
your help in getting me out of this
black list and exonerate me from the
false blame, and give me an
opportunity to visit my family in
UAE .I promise you and the Rulers of
UAE and Government of UAE that given
a chance I shall serve with best of
my knowledge , experience ,honestly
and sincerely and benefit the
society and Govt of UAE.

Personal communication: Details of
cases /Charges framed:
First case:
In 1994- complaint from the office
of the Under Secretary Department of
Agriculture, Al Ain.
Complaint:
1.Dr.Ganesh is using “pastevac” a
vaccine in camels , not meant for
camels
2.He is using this vaccine in
valuable racing camels.
3. Vaccine is expired in 1992
4.Sold expired vaccine.
Defence:
Dr.Ganesh never sold “Pastevac”
directly to the party as suggested
in complaint.
No one lodged to any authority a
written or oral complaint against
Dr.Ganesh using Pastevac in camels
nor is there any sort of complaints
against Dr.Ganesh in UAE.
No direct complaints from any party
who used vaccine.
Vaccine was imported to UAE through
permit from ministry of
Agriculture,in 1993, and 1994 by
Gulf Veterinary Centre, and sold to
private daepartment (H.H.President
of UAE) against a Govt Lpo.
Hence the statement expired in 1992
before importing is false.
All evidences(documents)to prove “
Pastevac “ can be used in camels and
the vaccine was safe and in good
condition at the time of complaint
was provided to court.
Person refered by department of
agricuture –Mr.Ali brought to court
,told Dr.Ganesh did not sell the
vaccine to him.
Judge informed my lawer saying ,
they will close the case with a
small fine of dhs.5000/- and that
will end all the dispute since the
compalint is from high levels.
I accepted the proposal, that
unfortunately turned me guilty in
court.Actually court released me and
closed the case with a fine of
dhs.5000-00
Second attack:
Suddenly after 4 years on aug
29th1998 CID of Al Ain took me by
surprise saying a letter from Dewan
stating I should be given 80 lashes
and Deported – linked to the earlier
case. And this was exceuted on 1st
Sepetember and I eft UAE.
When I eft UAE cancellation of visa
was like normal cancellation and my
passport was not carrying any ban
stamps.
One year latter, I as told my
cancellation was regular and my name
is not in black list and hence my
earlier sponsor provided
residence-employment visa against
the same name and same passport, i
came to UAE a legal visa and was
working as earlier days .
Third attack: CID, AlAin , took me
by surprise on 8th september 2003
and Court
though accepted the fact,mistake of
Govt, I did not commit a crime while
entering UAE, it is still against
law and gave 2 months prison term.
This time they entered my name
correctly in the computer and
corrected the record and stamped ban
stamp in my passport.
This permanently marked me as black
listed citizen as far as UAE is
concerned.
